Guidelines for Integrity Projects

It is of crucial importance that the citizens have confidence in the proper functioning of public administration. This confidence can only be preserved if the performance of the public service shows professionalism, care and integrity. These subjects require constant attention from administration and management.

The responsibility for the integrity of government organisations rests primarily with these organisations themselves. The Dutch Ministry of the Interior and Kingdom Relations is involved in the development, integration and stimulation of integrity policy within the various government institutions. The General Intelligence and Security Service (AIVD) is one of the branches of this Ministry. As part of its statutory duties, the AIVD displays a number of activities in the field of integrity, including the development and provision of the Guidelines for Integrity Projects.

The Guidelines are a preventive instrument, aimed at preventing dishonest and corrupt actions in the future. The methodology described in the Guidelines enables organisations in the public sector to examine vulnerabilities in the area of integrity without external help.

The idea is to identify and expose potential vulnerabilities that might give cause to fraudulent activities or other forms of corruption. Within this context we can distinguish vulnerable activities relating to, for example, licences, expense accounts and the purchase of goods on the one hand, and organisational vulnerabilities involved in matters such as the selection of new personnel and dealing with business gifts and side jobs on the other.
