Pursuant to Article 13 of the Wvo, it is possible to apply for a clearance for the European Union (EU), the North Atlantic Treaty Organisation (NATO), or the European Space Agency (ESA). In order to work with classified information of the EU, NATO, or ESA and/or gain access to their institutions, these international organisations often require a Personnel Security Clearance.

The Dutch government does not play a role in the decision about which persons or information qualify for this; these positions are thus not included in the definition of ‘position involving confidentiality’ from the Wvo. However, the National Security Authority (NSA) does carry out the required security screening to facilitate the issuance of these clearances.

The AIVD is the authorised National Security Authority (NSA) in the Netherlands. In this role the AIVD is authorised to start security screenings of persons with the Dutch nationality. These security screenings are not started in relation to the fulfilling of a position involving confidentiality (Article 3 of the Wvo) but at the request of an international organisation (Article 13 of the Wvo).

The clearance is required by the organisation in question (EU, NATO, ESA) and can be issued by the organisation in question. In the case of central government officials, the application often takes place via the Security Authority (Beveiligingsautoriteit, BVA) of the department in question. Even then the organisation that requires the clearance remains the formal applicant.
